Job Description

Serves as contractor Operations Manager for the NPC ICA program, located in the Program Management Office (PMO) in Millington, TN. Provides corporate leadership and direction for the contract team that is geographically dispersed across 68 RAPIDS issuing sites.
  • Utilizes commercially available communication mediums to create a “Virtual Navy ICA Team Network” that links the geographically dispersed field staff and provides a foundation for information sharing and a forum for team-building across the Navy ICA enterprise.

  • Serves as the principal liaison and advisor to the Navy Personnel Command ICA Program Office and COR, with primary focus on project planning, execution, monitoring, and control, including compliance with the contract Performance Work Statement (PWS) and governing directives and implementing guidance, including the RAPIDS User Guide.

  • Applies supervision and communication, management support, and quality control to standardize services and sustain field operations.

  • Communicates daily with the other PMO members, including the Quality Control Manager (QCM) and Regional Managers.

  • Collects and analyzes individual RAPIDS site information and prepares special reports to meet deliverable requirements.

  • Attends meetings and participates in discussions at the request of the COR.

  • Communicates regularly via telephone and email with Government stakeholders at individual RAPIDS sites to ensure that the ICA team meets all customer expectations.

  • Executes the quality control program and develops a site inspection schedule as part of the quality control program.

  • Coordinates with corporate support departments to obtain support for administrative actions, including talent acquisition.

  • Bachelor’s degree in mathematics, statistics, business, law, engineering, social sciences, physical/applied sciences or management discipline such as business administration, accounting, finance, economics or management information technology.

  • 10 years' experience in Project Management, Data Analysis, Financial Analysis, Marketing and Public Affairs, Organizational Management, and Business Process Improvement.
