National SVP/CMO, Behavioral Health
Job DescriptionThe Senior Vice President, Chief Medical Officer, Behavioral Health will be broadly responsible for supporting the medical, quality and clinical mission, products and strategies of the Magellan Behavioral and Specialty Health (BSH) strategic business unit which is part of Magellan Healthcare (MHC). As part of the MBS senior leadership team, the CMO/BSH works collaboratively with the senior leadership of BSH and MHC to achieve overall business unit goals of growth, financial performance, industry thought leadership and clinical quality improvement. Provides broad clinical leadership to BSH in the areas of clinical policy and operations, provider strategy and value-based programs, sales and account management, technology and innovation, strategic business development and external relations with health plans, employers and government.
This role is responsible for thought leadership, innovation, clinical and quality oversight of the behavioral, specialty and federal product portfolio. The role provides thought leadership to the product innovation, development of new clinical programs, evolution of existing clinical programs and to business development and public policy activities. Responsible for directing and leading clinical care management and medical management strategy and quality improvements of all aspects of behavioral and specialty health. Provides overall strategic direction and oversight of national comprehensive medical policy and programs to include contributions to the development, implementation and evaluation of the clinical and cost effectiveness of medical services. Provides collaborative support for the senior sales team including sales with on-site meeting support, clinical oversight and collaborative support of the account management, clinical direction, cost of care and quality improvement for managed care and employer business. Provides support to the clinical operations and network management teams, including supporting new product and client implementations and changes to existing client operations.
This position is a part of both the Magellan Healthcare Corporate Clinical and the Magellan Behavioral and Specialty Health senior leadership teams and leads both directly and matrixed within MHC. The role’s organization will include management of physicians and clinicians supporting the broad clinical strategy, sales and account management, product development and those performing clinical management functions. The roles maintains relationships with the Chief Medical Officers of key clients, prospective clients and organizations and maintains medical relationships with state government agencies, provider network organizations and other physical and behavioral health entities to facilitate the delivery of appropriate quality care.
Works collaboratively with the senior leadership of designated business unit, and of the company, to achieve overall company goals of growth, financial performance and clinical quality improvement. Responsible for directing and leading the national designated business units clinical team in tight partnership with national clinical VP. Provides overall strategic direction and oversight of national comprehensive medical policy and programs to include contributions to the development, implementation and evaluation of the clinical and cost effectiveness of medical services. Must also collaborate with Magellan Rx colleagues to this end as well. Serves as the primary medical representative on behalf of the designated business unit both internally and externally.
Manages physician(s) who manage medical relationships with state government agencies, provider network organizations and other physical and behavioral health entities to facilitate the delivery of appropriate quality care. In tight partnership with national clinical VP, oversees the national clinical quality program for the designated business unit, utilization management, care management and disease management processes and outcomes and provides oversight of the overall clinical program and strategic initiatives for enterprise consistency and integrity.

Other Job Requirements
Graduate of an American or Canadian medical school accredited by the Accreditation Council for Medical Education (ACME) or equivalent training in a foreign medical school with successful completion of the ECFMG and FLEX examinations.
Full training in a residency program in the United States or Canada that is approved by the ACGME.
Managed care experience required, as provider and / or manager of care. Clinical program development and strategic planning required.
Must have current active license without restrictions to practice medicine in the U.S.; licensed or licensure eligibility in state of operation.
Post-residency experience of at least 5 years involving substantial direct patient care during this period at multiple levels of care.
Clinical experience pertinent to the patient population(s) being managed, specifically complex populations, Medicaid and/or Medicare.
